Gender Parity in Global Higher Education: A Comparative Perspective

The global education landscape is undergoing a significant structural shift. Recent UNESCO Institute for Statistics (UIS) data show real progress in access, literacy and data coverage, but also persistent inequalities across regions, levels of education and fields of study. The UIS 2026 Education Data Refresh reports more than 8.26 million published education datapoints and places global youth literacy at 93 percent, while also showing that major gaps remain in completion, learning outcomes and teacher qualification.

This commentary examines gender equity across different contexts, moving beyond simple enrolment measures to consider field-of-study choices, progression, leadership and the transition from education into economic and institutional power. The core issue is that numerical participation does not automatically become equal influence, equal pay, equal leadership or equal opportunity.

The Paradox of the Female Advantage

Across many higher education systems, women now participate in tertiary education at rates equal to or higher than men. This has produced what is often described as a female advantage in educational attainment. However, that advantage is uneven across countries, disciplines and labour markets. It also does not remove long-standing inequalities in senior leadership, research careers, pay, institutional governance or high-growth technical fields.

One of the clearest examples is STEM. UNESCO and GEM reporting indicate that women account for about 35 percent of STEM graduates globally, with gender stereotypes, mathematics confidence and limited role models continuing to shape subject choices. This matters because the field of study often affects access to high-growth sectors, research funding, innovation ecosystems and future leadership pipelines.

The Nordic Region: Strong Systems, Persistent Segregation

The Nordic countries are widely recognised for advanced gender equality frameworks, including extensive family policy, public childcare, parental leave and high female participation in education and employment. More women than men in the Nordic region complete tertiary education, and these systems show how public policy can reduce many of the structural barriers that historically limited women's participation.

Yet the Nordic experience also shows that gender equality in access does not automatically dissolve gendered educational choices. Women remain more concentrated in health, care and education, while men remain more represented in technical and engineering fields. Nordic Cooperation statistics note that women account for roughly one third of STEM graduates in the region, and that occupational and educational segregation remain important policy concerns.

The lesson is subtle but important: policy can open doors, but culture still influences which doors people feel they belong behind.

Sub-Saharan Africa: Access, Retention and Completion

In Sub-Saharan Africa, the challenge remains more fundamental. UNESCO's 2026 UIS refresh reports that only 29 percent of young people in Sub-Saharan Africa complete upper secondary education, compared with 62 percent globally. This has direct implications for progression into higher education, especially for girls and young women in contexts affected by poverty, distance from school, insecurity, early marriage, household labour and inadequate sanitation.

The issue is not only initial enrolment. It is retention, transition and completion. Girls may enter primary education but face increasing barriers as they move toward secondary and tertiary levels. Safe learning environments, financial support, community engagement, gender-sensitive curricula and credible routes into employment all matter. Scholarships help, but they are rarely sufficient on their own if the wider pipeline remains fragile.

The Gulf Shift: Expansion, Reform and New Tensions

The Gulf region, particularly Saudi Arabia and the United Arab Emirates, has seen major changes in higher education participation, labour market policy and national development planning. In Saudi Arabia, the 2026 GEM country case study notes rapid expansion in tertiary education, with the tertiary gross enrolment ratio rising sharply during the 2010s. It also notes that Vision 2030 positions higher education as part of the transition from an oil-based economy toward a knowledge-based economy.

However, progress should be described carefully. Saudi Arabia has expanded tertiary participation and increased enrolment in fields such as engineering and ICT, but gender specialisation remains strong. UNESCO's Saudi Arabia case study reports that only 2 percent of women graduates were in engineering compared with 19 percent of men, while women were more concentrated in education, arts and humanities. Female enrolment at Saudi Electronic University nearly doubled between 2018/19 and 2023/24, showing the potential of blended and online learning to widen access.

The challenge now is the transition from access to influence: from participation in education to representation in technical fields, senior management, research leadership and institutional governance.

Male Underachievement and Learning Poverty

Gender parity must also include boys and young men where they are falling behind. World Bank learning poverty data show that, in many countries where gender-disaggregated data are available, boys have higher rates of learning poverty than girls. UNESCO has also highlighted boys' disengagement from education as a global concern, especially in reading and early school leaving.

This does not reduce the importance of girls' education. Rather, it broadens the policy question. A genuinely equitable education system must address the different ways in which girls and boys can be excluded: girls through safety risks, poverty, early marriage, stereotypes and restricted opportunity; boys through disengagement, weaker reading outcomes, early dropout and social expectations that may discourage academic persistence.

The Second Glass Ceiling: Leadership and Governance

Perhaps the most persistent challenge is the underrepresentation of women in senior educational leadership. The 2025 UNESCO GEM Gender Report, Women lead for learning, shows that women's visibility in leadership diminishes as one moves up the education ladder, despite progress in access and learning. This is a crucial point for higher education. Women may be strongly represented among students and early-career staff, yet become less visible in senior academic, executive and governance roles.

Breaking this second glass ceiling requires more than encouragement. Institutions need transparent promotion criteria, stronger sponsorship and mentoring, fair workload allocation, data-driven pay and progression audits, and governance models that recognise non-linear career paths. Without these mechanisms, the system can appear meritocratic while reproducing older patterns of exclusion.

Institutional Accelerators: What Needs to Happen Next

The future of gender parity in education will depend on institutional design as much as national policy. Effective accelerators include targeted scholarships, safe transport and campus environments, gender-sensitive student support, stronger school-to-university transitions, digital access, flexible learning pathways, and deliberate support for underrepresented genders in particular disciplines.

Digital platforms, blended learning and Collaborative Online International Learning (COIL) can help widen participation, especially where geography, caring responsibilities or social constraints restrict access. But technology is not a substitute for institutional responsibility. It is most powerful when combined with quality assurance, student support, credible progression routes and inclusive leadership.

The overall picture is one of progress and contradiction. We see rising female participation in many higher education systems, but persistent underrepresentation in STEM, research leadership and senior governance. We see advanced equality frameworks in the Nordic region, but continued horizontal segregation. We see rapid expansion in Gulf higher education, but ongoing questions about field choice and leadership progression. We see girls still facing severe barriers in parts of Sub-Saharan Africa, while boys' underachievement in literacy also requires attention.

The goal is not simply numerical parity. It is an education system in which gender no longer predicts who enters, who completes, who chooses which field, who leads, who benefits economically and who is seen as belonging.
